The House of Scribes is a civilian-staffed unit of the Senate, exclusively patrolled by human guards. It can be easily infiltrated, with the greater obstacle being walking in unseen because of the density of the staff population. Another quarter is slated so scribes can go over documents (whether personal letters, literature or news shouter scripts and anonymous submissions for news shouting) to ensure they are in keeping with the civic spirit of Ephes.
Another quarter, far deeper into the building, is where some eight veteran news shouters are kept locked up. They appear a little roughed up, dehydrated and altogether unimpressed, but nothing supernatural has been done to them. Two have held post in the same marketplace post as Kamala from time to time and, recognising her, urge her to leave for her safety.
You can choose to free them or leave them there after questioning. Please let me know which! The news shouters can share that they were taken away for conversations (beatings, bullying) about their 'poor civic spirit' and their unwillingness to propagate peace and prosperity through Ephes by ensuring its citizens hear the right and encouraging things they should.
On this particular occasion, news shouters say:
— they were detained for refusing to fear monger about the Chained God's imminent resurrection and the upcoming apocalypse he allegedly intends to trigger
— they also declined to propagate nationalist reminders that the residents of Ephes are the sons of chaos and the Chainers of the Chained God — talk typically meant to stoke the fighting spirit of Ephes, to praise the citadel's elite Hand army and to rally support for war projects
— the order to shout the talk of the Chained God came through a letter signed by Senate leader Caius Justus himself
— their refusal was on the basis that the Chained God's religion is often weaponized whenever the Senate wants to steer the public in a certain direction, typically towards violence; to their shame, news shouters previously naively accepted the instruction of Caius Justus to remind the citizens of Ephes of their roots of chaos when he wanted to gain support for the expensive project of financing the new army of the Hand
