I think Tess will fall on the mentality that the only thing that matters is securing the beacon, so it doesn’t really matter if the situation for Alem is sustainable longterm — it just has to hold out long enough to evacuate, and then they get their deal, right? So the four pistols for a map is a great deal in her mind, and she’s down to make connections for raw materials, but she’ll leave broader large-scale stuff in Stephanivien’s capable hands since he’s already got that sorted out (unless she can get an audience with Deimar, in which case… sounds like fun.)
