1. Not exactly, look — a paper might get leaked some kind of information, but it'd be delayed. The Mouse House might carry rumours or gossip. You could hear things discussed in the Neutral Zone corridors, or by visiting merchants who are showing off their wares from the other citadel half on a one-day visa. Minaras and Eidris aren't fully cut off — but your best bet for immediate information sharing is fellow characters, yes. At least for now.
